Total Frustration at CPAM for constantly 'losing' supporting paperwork and pretending they never received it!

My wife and I applied for our social security number in November 2020, delivering all required documents by hand to St. Lo. These were claimed to have 'never arrived' but were however referred to at a later date Got lost between the road outside and the office. 2nd attempt - papers sent by facility provided on website,' unable to be opened' despite being in required format. 3rd attempt - recorded delivery, my papers 'did not arrive' until told recorded deliver then told 'too early to be registered in system (two weeks!) now being looked for. Wife's application 'told file good and ready to go after 2nd attempt, today received at letter from Nimes saying that dossier has no supporting documents so please send!! Papers obviously lost between St.Lo and Nimes offices. Also threatened with a 45 day cut off (fours month is okay for CPAM but we must comply with a shorter limit) English line have very little they can input - try to help but very limited resources. Four months on and still no closer to getting a number and/or Carte Vitale. Can someone shed some light on what CPAM are actually doing other than just losing papers. Has cost us 30euro so far for nothing and no help!! Not to mention 18 document copied 3 times over EACH and just done a fourth set for my wife. I know everyone is having difficulty coping with the demands of the poorly managed Brexit farce. But really!!! Repeats are not me but a glitch in the system - well it is CPAM!!

Otherwise, you can contact the CPAM’s English line again by dialing 09 74 75 36 46.

Also, if you are displeased by your CPAM's functioning, you can make a complaint or contact your CPAM's mediator: "Réclamation, médiation, voies de recours".

I contacted the English line - no help, still have the same limited access to information. Contacted the French line - will will look for the dossiers. No responsibility or concern. Even the above reply shows little concern and no responsibility always 'speak to someone else'. Look at concern over paying out 30 euros - none. If I complain through the mediator I'm sure my dossier will get priority care - not!!
Very poor systems. Recorded delivery, signed for by St.Lo, then deny receipt! Answer 'send in again' a fourth time? Delivered by hand, ordinary post, electronically and recorded delivery all result in 'no we dont have your papers. But we do refer to them when we contact you to tell you something is missing but then loose the afterwards. Unacceptable!,
