How to be covered if I am not working and I am a European citizen ?

In order to be covered by the French healthcare system, you need to provide some documents to your caisse primaire d’assurance maladie (CPAM).

 If you have been living in France for less than 5 years, you do not have a paid activity, you are under retirement age and you do not benefit from any rights from a European country, you can apply for a PUMa health cover after 3 months of residency in France.

If your request is accepted, you will have to pay a contribution to the URSSAF (also known as the Organisations for the Collection of Social Security and Family Benefit Contributions, it is the main body involved in the collection and distribution of social security contributions from workers, employers, and self-employed workers/entrepreneurs in France).
If your request is rejected, you will have to find and pay for a private insurance.

If you are not eligible for the S1 form and have been living in France for less than 5 years, you cannot benefit from a PUMa health cover.

However if your situation has changed (change of income, divorce, long-term disease, etc.) you can apply for PUMa benefits.

In order to be covered by the French healthcare system and receive a French social security number, you need to submit your application on this website: inactif-europeen.ameli.fr

Processing times depend on the type of claim and the number of applications processed by centre des ressortissants européens inactifs CMUistes (CREIC).

Caution: If you come to France to find a job, you cannot register with the CPAM until you have a work contract. In the meantime, to be covered for emergency cares in France, you can request for an EHIC from your original country.

If you cannot obtain an EHIC, you will have to find and pay for a private insurance.

How do I find my local CPAM office? Is there a directory where i can look that up?
Also, do I mail my application and documentation to them, or can I deliver it in person or by appointment?

Hello, I may have a slightly different situation than what is described. I have French citizenship but have lived outside France and outside the EU my entire life. I have purchased property in France to live there. I have notified my former consulate of France that I am moving my residency to France. In order to receive a social security number, my understanding is that I must register with CPAM.
I have two problems that I do not know how to solve:
First, the S1106 form requires that I provide an employment contract or other proof of employment since I am currently employed. Is this necessary if I am still employed outside of France/EU? My employer needs a social security number to transfer my employment from their payroll in my previous country of residence to their payroll system in France. Is it acceptable to claim on the form that I am not currently employed if it is not possible to provide an employment contract without the social security number or can I provide my existing employment information from outside of France?
Next, the S1106 form requires that I provide proof of residency. My home purchase will not complete for another month so I do not yet have a permanent address. May I provide the sales contract as proof of residency even if it is not yet my valid address?

Even if you have French nationality, you must apply after 3 months living in France if you do not have a French work contract. You must then send a proof of address for the past 3 months. 

As you are not working in a European country, you are not entitled to provide an S1 form.

If you were born in France, you already have a social security number, you do not need to send your birth certificate. If you were born abroad, I advise you to read this topic about birth certificate

Hi,

I have a rather peculiar situation: I have citizenship in an EU country in which I've never actually lived, nor do I have any social rights there. I receive salary in a non-EU country of which I am also a citizen, and where I have social rights.I own an apartment in Paris, and will live in Paris for about one year starting in August 2025. In general, I spent about 3-4 months per year in Paris. In reading the section on "How to be covered", I couldn't find reference to a situation like mine. I'm interested to know whether I'll be able to get covered by the French healthcare system.

The ability of being part of the french health care depends on the country you are from and the status you have regarding your work.

So I advise you to have a look to this page from the centre des liaisons européennes et internationales de sécurité sociale (Cleiss) entitled "Vous venez travailler en France".

If necessary, in peculiar situation like yours, there is also a way to contact the Cleiss directly following the instructions on this contact page.

What do I have to do to be insured by the french health insurance? I am living in France since beginning of May 2025 and am receiving unemployment benefits from Austria until August the 3rd 2025. I have an Austrian citizenship. I have contacted my Austrian health insurance to get the S1 form, and they have told me that they send the form directly to AMELI. What exactly do I have to do now to be insured after the mandatory additional insurance of 6 weeks after the end of my Austrian unemployment benefits?

You must get in touch with the caisse primaire d'assurance maladie (CPAM) to be sure that your S1 has been received online. 

You will need to also send additional documents listed in this topic called "New to France - Healthcare ? ".

You can find your CPAM adress on ameli.fr page "Adresses et contacts".

How do I have to get in touch with CPAM? Do I have to call or go there in person? Is there a way to do this via email?

You will not be able to open your ameli account before your rights to health insurance are open and before you benefit from a certified social security number.

Bonjour,
I have a slightly different situation and would like some guidance. I am an EU citizen and have lived most of my life in that country. For the past 20 years, I have lived in the USA and had insurance there. I moved to France and would like to get insurance here. I am not retired; I am a freelancer who works online, and my current work is based outside of France. Since I plan to stay in France, I may encounter a French client in the future.

Most of the explanations and forms I have been reading are either for workers employed by French companies or for people who are not working or retired. Can you please help?

You can apply to French health insurance as a freelancer if you contribute to France through the union de recouvrement des cotisations de sécurité sociale et d'allocations familiales (Urssaf).

If you contribute to an another county, then your affiliation to health will depend on the country your activity is based. 

I advise you to read this article about self-employed workers and social protection abroad that will give you more information depending on your personnal situation.

The number you mention is the only one to reach our english speaking helpline.

The line can be busy at some point of the day, so I advise you to call back during lower phonecall traffic between 12:00 and 14:00.

Hello, my situation may be slightly different than the one described.
I am an Italian citizen, but I have lived in the Netherlands for the last three years. Therefore, I had health insurance in the Netherlands and was no longer covered by Italy. Now that I have moved from the Netherlands to France, I no longer have coverage in either the Netherlands or Italy.
Since I don't have a job in France yet, I have to wait three months to get an Amelie number. If I don't have health insurance in the Netherlands, Italy, or France during these three months, what happens if I have an emergency and need to go to the hospital (for example)?
The next question is: is it necessary to be in France for three consecutive months to apply for an Amelie number? I'm thinking of moving my residency back to Italy for the reasons mentioned above, and my only "relationship" with France at the moment is the rental agreement I have with my partner.

If you have no activity, you must live 3 months in France before being able to apply to protection universelle maladie (PUMa). If you have no health insurance in Italy or Netherlands, you need to subscribe with a private insurance to cover your health expenditure.
