2026 CPAM changes Passeport Talent Famille

Hello,

The law of 30 December 2025 (LFSS 2026) introduced a new financial participation requirement for PUMa beneficiaries who meet three cumulative conditions.

My situation is I am arriving in France in July under a Passeport Talent visa and my wife is joining me as accompanying family member and also under the Passeport Talent Famille.

She is due to give birth in September in France.

Will the new changes on CPAM mean my wife will need to reside in France for three months or be of employment in order to obtain CPAM or will she be eligible due to being on my Talent Passport visa as I have a full CDI contract?

Hello SunnySanta,

As a passport talent family holder, your wife does not need to comply with 3 months residence condition, she can apply when she arrives in France.

I advise you to read this topic called "How to be covered if I am a "Passeport talent" or a "Passeport talent famille" holder ? " to get more information.

Does this also mean that if we apply for CPAM in July, have the baby in September but do not get a CPAM decision until after September we will need to cover the cost and then apply for reimbursement from CPAM?

Hello SunnySanta,

Your wife will apply arriving to France in July. When she will consult a doctor or midwife regarding the pregnacy, the care giver will provide your wife a "Déclaration de grossesse" that she will submit to caisse primaire d'assurance maladie (CPAM) so the  pregnancy can be recorded as soon as rights to health insurance will be opened.
