Travel refunds

Once again my travel refund has been refused. I have sent written explaination to CPAM in Angouleme together with all documents.
My doctor delayed giving me the travel prescription so I could not apply in advance (he is a busy man!)
I now try to send other documents online but it refuses to accept dates in advance of the travel !
My doctor has now sent documents direct to Angouleme for future travel to cardiology?
How do I claim as it's 320kms return trip?
Refusal was for 4th March, next next appointment is 30th March and in hospital for two days.
I am also granted ALD

Hello The Grocer,

Your CPAM has 15 days to take a decision concerning your request for "demande d'accord préalable".

If you don not have an answer within 15 days of submitting your request, this is automatically considered as approval.

As we mentioned earlier, to ensure that all the necessary documents are received by your CPAM, we advise you to contact them by phone or via the "Espace d'échanges" of your ameli account.

There is more than 150km so first you have to send the doucement to your cpam and they can accept or refuse to pay for this travel.

If they refuse: then you will not be refunded.
If they accept: you do you travel and after it you can ask for refunding

However as I said the doctor did not issue the ordinance until the day before the travel, I could not send it earlier.
He actually did ywo, one for 27th February and one for 4th March. Ironically the first was paid but the second was refused.

To get a full review of your claims for transport costs, I would advise you to book an appointment with your local caisse primaire d'assurance maladie (CPAM).

They are the only ones who can access your file and explain what information is missing from your claims.

(We advise you to be accompanied by a French-speaking person).

If you can speak French or can call us with someone who can translate for you, you can contact the French speaking line dialling 36 46 to arrange this meeting.

If you only speak English, we suggest you contact the English speaking line on 09 74 75 36 46 during low-traffic hours, between 12:00 a.m. and 2:00 p.m.

I have tried constantly to get an appointment at a somewhat near CPAM local office 40 minutes away. All I get continually is an answer machine to leave a message and they never return the call !
You can see the frustration !

Maybe the doctor didn’t fill exactly same about it or the cpam did a mistake refunding the first one.

That the doctor didn’t send it before is not an « excuse » to be refunded by not respecting the law (when there is not the time to respect the procedure, they have a way to contact cpam and have the answer immmediatly).

What is written as reason to it refund you?

The world works in misterious ways and obviously so does AMELI.
After much repeated repeated request AMELI has paid my travel on both occassions.
HELP though please to save future issues...
My doctor has sent to CPAM in Angouleme (now well in advance) a travel request form but I have not heard anything back
from Angouleme.
I now have a further appointment in Poitiers next week plus future appointments.
I have no documents now from my doctor (as I said he sent to CPAM)
What must I do to say correct in making the claim for travel

The correct way is

Doctor send to cpam the document (he can ask for 1/2/3/4/5… travels during the year to avoid to do it each time)
Cpam has 15 days to answer and send you back the document (you have to consider the post service delay so it can be 3/4 weeks)
You give the document to the professionnal who carry you or you keep it if you use your own car (and send it to have refunding using the webservice mrs: https://www.mrs.beta.gouv.fr/demande)
