Classed as Cross Border Worker when retired in France

I am a UK Citizen, lived and worked in Switzerland from 2008 to Aug 2025 when I retired to France. I have opted out of the Swiss Health insurance scheme and I am registered with CPAM. My only income is my Swiss Old age pension (AVS). CPAM have given me Gestion code 89 and classed me as a cross border worker. Should I not be classed as "70 – Pensioner covered by a foreign pension plan (including Switzerland)"? I have tried to have this amended with CPAM but have been unsuccessful.

The knock on effect of the 89 cross border worker code is that URSSAF have issued me with cotisation demands for the period 25-Aug-25 to 31-Dec-25 based on my Swiss earned income in 2023 and for the whole of 2026 based on my Swiss earned income in 2024. I have tried to query it with URSSAF, however they only act on what CPAM have classed me as.

Any advice on how to proceed, or guidelines for gestion codes?

On this forum, we can only answer questions regarding Assurance Maladie.

As the contribution you pay is set by Articles of the General Tax Code ("code général des impôts"), I would advise you once again to contact "URSSAF service des travailleurs frontaliers en Suisse".

The line is open from Monday to Friday, from 09:00 a.m. to 5:00 p.m.

Hello Scotty,

If you are a pensioner under the Swiss scheme only and have chosen to settle in France for your retirement and have opted for French health insurance, you are indeed considered as a "Frontalier Suisse" and must pay a contribution for Assurance Maladie in France.

You will find additional information on this subject, on "centre des liaisons européennes et internationales de sécurité sociale (Cleiss)" website.

For any questions regarding these contributions, I advise you to contact URSSAF directly.

Thank you Christelle for your answer. Is it correct that URSSAF base my contributions on 2 years ago? as cotisations for this income was already paid in Switzerland, and this would imply that I am an ACTIVE cross border worker instead of retired. Should it not be the income that I have earned since I have resided in France, (my pension) that the cotisations are based on?
