Can my birth certificate be considered as proof of civil status?

I have submitted my birth certificate as proof of civil status but it was rejected because it was ineligible. I can see why it was rejected, but zooming in closely I believe it can be read if reviewed thoroughly. I have several copies of my birth certificate and all are the same, the one I uploaded even has an Apostille. Can this be considered?
