How to be covered if I am not working and I am a non-European citizen ?

In order to be covered by the French healthcare system, you need to provide some documents to your caisse primaire d’assurance maladie (CPAM).

If you are not a European citizen and you are not working in France, or if you are a student older than 28 years old, you have to apply for PUMa health cover.

After 3 months of uninterrupted residency in France, you will need to submit the following documents to your caisse primaire d’assurance maladie (CPAM):

- A copy of the passport or identity card;
- The S1106 form « Application for membership in the French health care system » available on ameli.fr;
- The certified and complete copy of your birth certificate, with the mention of your parents’ names;
- A copy of your marriage certificate, if applicable;
- For non-Europeans citizen, the official translation of your birth and marriage certificates into French, made by an official translator registered with a French court of justice, or by your consulate or embassy;
- A proof of residency for the past three months (utility bills, rental contract, etc.);
- Your French bank account details (copy of your official RIB - relevé d'identité bancaire/IBAN);
- If you have children, a copy of their birth certificate and passport or ID with the form S3705 « Application to add minor children to one or both parents insurance accounts », available on ameli.fr;
- For non-European citizens, a copy of your visa or resident’s permit.

You have to send your application to the CPAM where you are living. You can find your CPAM's address on our website ameli.fr, section "Adresses et Contacts".

       Caution: If you are moving to France for family reunification, i.e. to live with a family member who is already covered by the French healthcare system, you can be exempted of the 3 months of residency requirement. You will have to provide only one utility bill, as proof of residency.

The processing times vary depending on the type of files and the number of files being processed by your caisse primaire d'assurance maladie (CPAM).

Once your request has been processed, you will receive a notification by mail.

To track your membership application, you can contact the CPAM’s English or French Advice Lines.

Hi, Since 2008 I was covered by an S1 certificate from the UK as I lived in France and commuted each week to work in the UK. Last year I took early retirement at the âge of 60 and now have a private pension as my source of income. As I know longer work for a UK company I am not entitled to an S1 certificate until I reach the UK retirement âge of 67 in 6 year time!
I applied in July for PUMa and seem to be going around in circles, yesterday I received a message statuant that I need to reapply for an S1 to get my health rights again Even though I have sent a copy of my application responce from the UK autoroutes stations that I am not entitled to an S1 until I reach the UK state retirement âge of 67 in 7 years time. Canyou advise on who I can talk to as when I reply it takes 4 weeks to get a responce and there seems to be inconsistency in the replies I receive on information needed et when I phoned in July at the start because I am in the system with a carte Vital it would be a formality. I am now without health care and as I am not a UK résident any moré I am not entitled to NHS cuver in England either

Hello Paul M,

The refusal of the S1 form by the NHS, along with proof of residence in France for at least 3 months, should be enough to get you covered.

If you feel that your application has not been dealt with properly, or if you do not understand the decision, you can make a claim to your CPAM.

You will find the procedure to follow on our website ameli.fr, under the section ‘How to make a complaint’.
