Registering with the french health care system as an EU citizen, NO employment yet, NO french residence yet

Hello!

I plan on relocating to France as an EU citizen. Upon my arrival, I won't have a job yet, nor a permanent address.

The "Application for membership in the french health care system" asks for proof of employment (if employed), or proof of address at which I have resided for more than 3 months (if unemployed).

Given that I won't have either, am I correct to understand that I won't be able to apply right away?

If yes, can I apply for a job without having a social security number?

Any other information regarding steps to follow in my situation will be greatly appreciated.

Hello Elena,

If you do not work and live in France for less than 3 months, you can cannot apply to the health insurance.

However, if you benefits from rights or pension from a European country, you can claim for the form E106 (S1) to the National Health System of your country.

On receipt of form E106, please, provide CPAM with :

These documents permit us to affiliate you to our system and to take charge of your medical expenses. This follows the French legislation concerning reciprocity with your social security system, and for a period of time as indicated on the form E106 (S1).

Also, I confirm that as a European citizen, you are authorized to work in France even if you don't have a social security number.

Bonjour. I am an EEA citizen and arrived in France one month ago. I am an expat working for a Portuguese company and will stay here indefinitely. So how does it work to apply for the French healthcare system? It’s not clear for me if I can do it now or need fo wait for three months living here. Merci.

According to your situation, I invite you to read this topic concerning working from France for a European country explaining that an agreement has been signed with some European countries, among Portugal, allowing people working from home less than 50 % of the time, to be insured by the country that employs this person.

Working from home has to be requested by the employeur and this agreement does not apply for self employees.

Otherwise, you must apply to France as a European citizen as explained on this topic about application to Health care system

You will find caisse primaire d'assurance maladie (CPAM) agencies and postal address page "Adresses et contacts" on ameli.fr webite.

You need appointment contacting a counselor if you want to meet an agent, or you can send application by post.

I am trying to do it in the app but I need a securite sociale number to create an account. I don’t have it because I am an expat and pay taxes in my home country. How should I proceed?

Waiting for your definitive social security number, you cannot access the ameli account online.

As Géraldine wrote, your application can be submitted by post or dropped off in a local office.

Hello.
I followed the instructions and sent all the required documents by post one month ago to my CPAM area. Finally this week I got a letter from Assurance Maladie asking me to send the same things again! Copy of passport, birth certificate, payslips... All the same things that I sent in the first letter. What's the point here?
