How to get my vitale carte as an international student after submitting docs?

Hello, I had submitted my documents on https://etudiant-etranger.ameli.fr/espace/#/student-area four months ago. Some of them are still not approved, I have a temporary certificate with a SS number, but I am not sure if that provides me with proper health insurance. Please let me know how I can access my Vitale carte. I tried logging in, but I don't have a 4 digit code, and I tried contacting but I only speak basic French, so I didn't understand the message on the call. If the temporary one works, then what is the process to register myself with a GP and claim reimbursement?

If your social security number starts by 7 or 8, it means that it's a temporary social security number. You can't creat your ameli account and access your Vitale card. 
You can open an ameli account and obtain the Vitale card only  with a permanent social security number (starting by 1 or 2).

Unfortunately, because of safety and confidentiality issues, we can’t reach any of your information or file from this forum.

The processing times vary depending on the type of files and the number of files being processed by your caisse primaire d'assurance maladie (CPAM).

Hi, so even if I can't get my card, do I still get the refunds? if yes, how? and is there is a big difference between the services of the card and just the temp SS number?

Even with a temporary social security number, you've got the same rights and you can get your refunds. You will have to send your claim form (feuille de soins) filed with your information (social security number, name ...) to your local CPAM's office.

The processing times vary depending on the type of files and the number of files being processed by your caisse primaire d'assurance maladie (CPAM).

To obtain better reimbursement, I recommend you to consult. Once you have chosen your referring doctor, you will need to inform your local health insurance fund (CPAM) about it.
The process can be completed online if the doctor you have chosen as your referring doctor offers to do so and you agree and if you have a carte Vitale. Practically speaking, during an appointment at his/her practice, you can give the doctor your “carte Vitale” insurance card and the doctor will make the report online and submit it electronically to your local health insurance fund (CPAM).
Otherwise, you and the doctor can fill in and sign the “Declaring a referring doctor” form (“Déclaration de choix du médecin traitant (PDF)” S3704b) together and submit it to your local health insurance fund, or send it by post.
