my ameli file appears abandoned(due to inactivity i believe) and i am unable to turn in/update any documents

im contacting because i have been having an issue
so basically, i started completing the ameli form to get my vitale card about 3months ago when i was still in my homecountry
i turned in all the documents requested BUT my residence permit certificate because i was still not in france and could not issue it so i left it incomplete until i could get that document
so later believe that due to inactivity or lack of any update my file was abandoned and the website does not allow me to add or update any document
and i wanted to know if my file could be reopened or if there is a solution to this issue because now i am already residing in france
