How do I get my insurance card?

My carte vitale has been delayed since December. I called the English line, and they said it has been delivered twice, but I never received the card. I confirmed my address, and it corresponds to what they have on their system. However, I ordered an EHIC card online, and it got delivered to me in a couple of days. What could be so wrong that the carte vitale is never delivered? Another issue is that I cannot order a new card online either because the system is "temporarily unavailable". I really need the card? Any help?

If the English line is not able to help, you can make a claim to your caisse primaire d'assurance maladie (CPAM) sending a letter or using your "Espace d'échanges" from the ameli account as explained in this article you can translate to English about claims
