Carte Vitale is a way to get quick refunds, what is important is getting your rights opened and your numéro d'immatriculation d'attente (NIA). You can only order your card after some time, when your number will be certified.
Moreover, address can be changed on the final ameli acccount, still when the NIA will be certified. In between, a counselor can be contacted by phone to make that change.
As we do not have access to your file, you must contact a counselor anyway if you want to know more about your application.
