Why does CPAM work so slowly even when all requested documents are submitted immediately?

Why does CPAM work so slowly even when you provide all the required documents right away? And why is it that every time I call, no one can speak English? Even when I go to their office, no one is able to communicate in English.

I went to their office again hoping that someone could speak English so I could follow up on my application, as it has already been taking a very long time. I am a student and I need the carte vitale urgently so that I can apply for CAF. However, they expect us to wait for an extremely long time before issuing the card.

I do not even know the current status of my card. We will die first before we can finally receive it.

Hello Isabel,

Carte Vitale is provided only when your numéro d'immatriculation d'attente (NIA) is certified. It does not change the fact that your rights must be opened first. Then if you have received your NIA and your rights are opened, you can carry on with caisse d'allocations familiales (Caf), carte Vitale will just allow you to get quicker refunds. 

If you can't speack French at all, you can contact the English advise line

And when we go in UK or USA or other country, people are speaking french? No. So why people in France should speak english?

Good to know that you have not traveled to other countries. I understand your point, and I am not expecting everyone in France to speak English. I fully respect that French is the national language.

What I meant is simply that France welcomes many international students, and when government services deal with both French and non-French residents, basic English communication can really help. This is not about expecting everyone to speak English all the time, but about making public services more accessible and helping situations be resolved more efficiently, especially for people who are still learning the language.

I also understand that some people prefer to work only in a French-speaking environment. However, in roles where there is a high chance of interacting with international students, having some English skills can help avoid misunderstandings and allow situations to be resolved more smoothly for everyone involved.

That is all I wanted to clarify.

I've lived in three different countries and I speak four different languages. So you can keep your self-centered comments to yourself. You've come to a country where speaking English is a very particular thing for different reasons. Adapt.
