Internship in France – Ameli refusing registration as non-EU student ?

Hello,

I'm currently facing an issue with opening my rights to French health insurance (AMELI), and I would appreciate some clarification on my situation.

I’m a Tunisian student, enrolled at a university in Tunisia, and I’m currently in France for an end-of-studies internship. As part of my application for health coverage, I submitted all the required documents. All were accepted except for the certificate of enrollment for the current academic year.

This document was rejected several times without a clear explanation. Recently, I finally received the following reason:
"Please provide a certificate of enrollment or school certificate from a French institution."

However, as I explained during phone calls with AMELI support, I’m not enrolled in a French university — my university is based in Tunisia. I am in France for a conventioned internship lasting more than 2 months, and I’ve submitted both my internship agreement and a payslip directly at an AMELI office.

Could you please confirm whether students in my situation — doing an internship in France while enrolled in a foreign (non-EU) university and paid at the legal minimum (4.35€/hour) — are eligible to open health rights through the French system?

Hello ks,

If you are payed for the legal minimum amount for an internship, you can not be covered by the french health care system. You have to get your own private insurance or check with your university if there is a special cover for you.

However, if you earn more than the annual social security ceiling, you can be attached to the french Assurance Maladie as a worker.
