why I am not getting social security number although I uploaded all the documents in assurance Maladiie?

I have uploaded all the documents in assurance maladie to obtain social security number but now its almost 2 month i am not getting any number, while some of friends gets number with in a week with same documents? I have called English speaking number several time but they are not responding , every time they say something and drop the call by saying thank you for calling. Due to which i am getting trouble in day to day activities like work, health issues.
