am I unlucky or the system is totaly absurd? or maybe I am the first foreigner to arrive to france??

I am a European citizen and started working in France in October 2022 (for an institution belonging to the state). Although my wife (who is currently not working) and I sent (actually brought it to the local CPAM) the application to get the social security numbers (SSN) together with the required documents on my first working day (I was told that it would make no sense to do this before it), we had not received them 5 months and a half afterwards. In the meantime each of us received one letter each asking for the same things we have already given them (ID copy, proof of residence) or could not provide (last pay slip, which I could not get from my employer because I had no SSN, while my wife is not working), and the English speaking hotline is either not working or not helpful (when I told them some diadem number from the CPAM letter the lady could not find it in the system). I have already worked in several EU countries and each time I got the health insurance card during my first week there. Moreover, colleagues arriving to France after us (also without previous connections to this country) got their SSNs in the meantime. Last time I discussed with the English speaking hotline of CPAM I asked for the contact details of the person in charge with our dossier and the lady on the phone was not cooperative at all. When I raised my voice to make her listen to me, she hang up.
Are we just unlucky, or the people at CPAM don't really do their work and the system is absurd?

I'm almost in the same situation.
I moved from Italy to Paris and started working at the beginning of November.
I've done the request at the beginning of november, at the end of december they said that they had not received my documentation.
So I've done a newer request and at the end of February they have asked me to send them again documents I had already given to them.
In that letter I was called Madame and was given a female social number even though I am a man.
I sent the documents and the request to correct the social number and today they told me that they take 3 weeks just to read the request and another three weeks to give an answer.

I am also the same victime and same situation and no clue what to do. the is service is totally dark and it is fully abused also from 1st day they deduct the social security and not will to give the service totally hopless

FYI: in my case it took them 8 months to issue me the carte vitale, while my wife got it a month later

it is a totally absurd system, but they don't care, because they don't have to get through it like we foreigners do

they motivate the delays by verifications but, seriously speaking, what is there to verify?? if I start working today, I pay my social security from today on, then give me the damn card today or tomorrow

... not to mention the lack of politeness and empathy from the people from cpam, the lady who was supposed to help us (foreigners, mostly) spoke only French and then started yelling at me when I asked who was to blame for these delays and who could do something to accelerate the process (and then the security guy came to see what am I doing to his colleague, because she was yelling like crazy)

to summarize my experiences in France: the system is seriously flawed and nobody cares to do anything for improving it

I can definitely relate to your story and likely many many more foreigners trying to get settled in France.

Despite doing my homework before submitting my original application and despite actually having had the opportunity to speak with a CPAM employee in person to assure that my application was complete and that it was sent to the right address and department, the following issues have since transpired:
1. I never received any confirmation that my application was received so I had to call the English speaking line several times before I got confirmation that it was logged as having been received. However, they could not give any indication of the processing time.
2. The processing time dragged out and after several calls I was told that it was because the application was misplaced. When it was finally found and with the correct person I was told that the person was going to contact me via phone or email. Needless to say I never heard anything.
3. After more than three months I received a letter asking for much of the same information I had already submitted. The additional information requested was not part of the documents the CPAM employee had told me to submit and did not appear to be necessary as I’m an EU citizen.
5. I called the English speaking line and they told me that they could not even view the letter that the case agent had sent in the system. It was clear that the person was frustrated by this.
6. After having mailed in all the documents (including the ones already submitted) I waited a few weeks before calling again to make sure they were received. It took me close to a week and a half to get through on the English speaking line after having listened to a message saying that they were “Exeptionally Closed » every time I called with no further info about for how long.
7. When I finally get through, in total a month after the letter was mailed, they tell me that they have no record of having received my letter.
8. They have now supposedly sent an email to my case worker asking the person to confirm the receipt of the letter with all the additional documents. I don’t know if this is the same person that forgot to post the document request letter to the portal so that the English speaking people could view it and also the same person that never sent the email they said the person would send. Now I’m stuck in limbo land waiting for an email that I’m pretty sure I won’t receive from the case worker. I’m not worried about the close to 20€ o spent in printing and postage, I’m worried about getting my Carte Vitale and my social security number.

I have spoken to at least a dozen foreigners who have or are trying to settle in France and from that I have gathered that the process appears to be broken. At least for non French EU citizens trying to settle in France.
