How can French citizen w/ passport, born in America, not EU resident, apply for social security #, and live/work in FR?

Hello,

I have a French passport but am not a resident of France or EU yet. I would like to live in France/EU and work/study here.

I cannot apply to Amli or open French connection account because I only have a French passport and not resident or social security information. How can I apply for a social security number? Should I get my birth certificate from https://www.service-public.fr/ or from the country of birth? I applied for a birth certificate online using https://www.service-public.fr/

1. I am a French citizen with passport
2. I lived in France 2013-2014
3. I am not a current EU Resident.
4. I current live in USA/Mexico.
5. I would like to live in France/EU.
6. I would like to work/study in France

I only have my French passport and nothing else so what is the best way to apply and receive all this documentation? Thank you.
