French citizen but have not lived in France in 10 years, how can I enter the healthcare system?

I am a French citizen but I have not lived in France in over 10 years. I never joined the health care system when I lived in France (I only lived in France for one year in 2014) and never had the carte vitale but I worked as a stagiaire in France in 2014 and I have a social securite number. I am not covered by another country's healthcare system.

I am planning on coming back to France now and to retire early (I am 45 years old). I will be living off my savings and do not plan on working so i will be inactive.

I have three questions:
1) As an inactive French citizen, how do I join the French healthcare system? I believe I will have to join the PUMA system. I have found form 710 on the ameli website - I believe this is the right form to fill out. Could you confirm?

2) I will not have any monthly income or allowances, instead I will have my savings and savings interest which i will live from. Is this enough to show to the URSSAF that I have the sufficient resources to access the PUMA? What is the minimum I need to show as savings in order to get access to French healthcare? My understanding is that I have to meet a minimum of the RSA (since I am 45) which is 7268 euros per year. Do i have to prove I have five year's worth of 38,142 euros ?

3) Can I apply to be on the healthcare system one year after being in France instead of 3 months? I plan on having private health insurance at first for one year.

Hello Alix130,

You will have to wait for 3 months before you can apply to health insurance as explained in this topic regarding application for French citizen. You do not need to fill form 710.

We are not able to inform you regarding contribution. I invite you to read this article from the union de recouvrement des cotisations de sécurité sociale et d'allocations familiales (Urssaf) website about contribution linked to protection universelle maladie (PUMa) tha twill give you more information.

1) yes it is PUMA but thé form is https://www.ameli.fr/sites/default/files/formulaires/168/... because 710 is for EU citizen not French

2) there is no minimum. But maybe URSSAFF will make you pay for health care

Thank you for your responses. I think I was maybe reading some old posts and I got very confused and I thought I had to prove I had enough funds to be able to get on the PUMA so this is a huge relief.

Just one last question, my partner is Polish and doesn't have a social security number. Will he have to apply for a social security number with the CPAM before filling out form S1106?

You have to fill a 1106 for your partner without dirti g any number.

When cpam will process it, they will send a letter with the number of your partner

Your partner needs to send form S1106 and relevant documents to open rights and receive a social security number at the same time.

One last question - while I understand that it takes about a year to get the carte vitale/attestation - if we incur any medical fees or hospitalisation during that year, can we ask to be reimbursed?

You can create carte Vitale once your social security number has been certified while your rights are opened. 

You will be given care sheets (feuilles de soins) by doctors waiting for you to be able to order a carte Vitale. 

Once your rights will be opened, you will send your care sheets to caisse primaire d'assurance maladie (CPAM) but only health care delivered from the date of the opening of your rights will be refundable.
