Difficult process for foreigners. Why is this not a transparent online process?

Why is it so hard for EU Citizens to get their CV and settle in France?

Despite having had the opportunity to meet with a CPAM employee in person to assure that my application was complete, the process is very difficult:
1. Never received confirmation that my application was received. Had to call English line several times first.
2. More than 2 months before I was told that my application was with the correct agent who was going to contact me via phone or email. Never heard anything.
3. After 3 months I received a letter asking for much of the same information I had submitted. Maybe a way to slow down the process? I’m an EU citizen.
5. I called again for guidance and was told they could not view the letter the agent sent in the system. The person was frustrated.
6. Mailed documents (some again) and I waited 2 weeks before calling to confirm receipt but it took me another 1 1/2 weeks to get the English line before anyone answered. “Exeptionally Closed.”
7. When I got through, a month after the letter was mailed, they told me that they have no record of receiving my letter.
8. They sent an email to my case worker asking him/her to confirm receipt of the letter. I’m not sure I will hear back. At ~6 mo I’m waiting for an email that I’m pretty sure I won’t receive.

I need my Carte and my Social Security number.

At least 10 foreigners who have or are trying to settle in France have told me similar stories. The process appears to be broken.
