How to get definitive social security number

I am an international student living in france , I had recieved my indefinate social security number but it has expired. First I used to live in noisy le grand but now i live in central paris , I have been contacting the cpam of paris and noisy le grand for last 3 months and I have already sent them all my documents to the social security but I haven't recieved any respond from them I have called them as well many times but if i call the office in noisy le grand they say to call the office in paris and visa versa. I would be grateful if anyone could tell me how i can recieve my definative social security number and to whom I should contact or what I should do ?
