How can I get to contact CAF (calling or email)

Dear Sir/Madam,
I am an international student studying in France. I applied for Social security when I first came to France in September and got the temporary number (start with 7) soon. But up till now after 7 month, I still have not get the final number yet, and my documents still "currently being processed". Without the final number, I could not log in to the account online and contact Ameli. This fell into a cycle which cannot be broke. I also tried to call 3646 but it does not seems available. Is there a method that I can contact Ameli, through email or phone call? I cannot speak French well, so is there a English speaking phone number? Thank you very much.

Also, for now, if I need to go to the doctors, will I be refunded after I got the final number?

Afterwards, send them (and prescriptions if you have them) to your caisse primaire d'assurance maladie (CPAM) which address can be found on the website, in this section "Adresses et contacts".
