I did not receive my social security number for more than a year

Hi, I started my new job at an enterprise in France more than 15 moths ago. I applied for my social security number about a year ago and sent all the documents to the respective CPAM. After 2 months sınce I sent all the documents they sent a letter and requested some more documents. I sent the requested documents in few days. Until now, I have not received my social security number yet. I called the English help line and they said to contact CPAM directly. There is no means of contacting CPAM. I sent a letter by post and asked for the status of my application. There ıs stıll no answer whatsoever.
