How do i log into my account?

Hello,
I tried to log into my account using my permanent social security number but it keeps saying the password is incorrect. So i tried clicking on "forgot password" but then it said that they are unable to send an email. I dont understand what i can do? I need to send an email asking why the document sent to me on 2nd april 2020 is only valid till 25th january 2020 even though now i have my permanent number. In addition, i would like to receive my vitale carte but cant place the order for it because i dont have access to the account.
