How do I access or create an Ameli.fr account when the English Helpline is no longer available?

Hello. A month ago, I received confirmation of medical benefits via my UK S1 from CPAM. The letter instructs me to set up an Ameli.fr account so I can order my Carte Vitale. I have been trying to do this for 1 month, but each time I enter my details to register on Ameli.fr (using the French version), I have received messages saying you are still working on my documents. Three days ago, the message changed and said "you are unable to set up an account on your own and need to call your healthcare provider." I have tried calling the English helpline several times, but it simply cuts me off after stating "Our service is exceptionally closed. Please call again....Monday to Friday 8.30 - 5.00". Why is the line down? When will it reopen? Who can I contact - in English - to order my Carte Vitale and set up my Ameli account?
