You need a certified social security number to receive the application form for the carte Vitale.

Mon espace santé is a personal online service allowing you to store and share medical documents and information with health professionals. If you have exceeded the legal period, you can ask for a new code by clicking on the link "Générer un nouveau code provisoire". It is different from the ameli account called compte ameli which is a personal area allowing you to access all of the French health insurance system (Assurance Maladie)’s online services. I advise yout to take a look at this topic: "How to create an ameli account".
