I applied for my Carte Vitale 9 months ago and still haven't received an answer, is this normal?

I'm a student, so I applied for social security right after I got here in January, I was asked for a document by email, which I sent over right after. I have emailed several times with no response since. Now, almost a year later, when I open my etudiant-etranger page it still says that it's processing. I'm trying to create an account for CAF and I can't even do that because I keep getting this error "Les informations saisies ne nous permettent pas de certifier votre identité, vous pouvez confirmer ou modifier votre saisie.", and I can't create an account on Ameli, I get "Votre situation actuelle ne vous permet pas de créer immédiatement votre compte ameli..". And the english speaking line for insurance says that it's closed.
How does anyone get anything done here? I need advice on how to move forward. Thank you.
