Residence address change and receiving my permanent number?

I'm moving next month to a new apartment and would like to change my residence address but without an account at ameli.fr I can't do that online and my French language skills are not good enough yet to use the phone hotline.
So, how am I suppose to change my residence address now? I would like to use email but I didn't found any. Hence, I'm writing here.

You may wonder why I don't have an account at ameli.fr yet. The reasons is that I haven't received my permanent number yet, after ~11month! I repeat, ~11month! (Who designs a system, funded by tax payer money, where it takes at least 11month to get a permanent insurance number?)
For the record, I applied for a number on 08.10.2018. On the 07.03.2019 (~6 month later!), I received my temporary number, which I can't use to create an account at ameli.fr. This makes my wonder, what is the purpose of this temporary number.

So, I'm stuck here. Fortunately, I never had to go to the medical doctor, although I do pay for the insurance every month.

Even if you have only a temporary number, you are covered. All your doctor's expenses will be covered.

In order to change your address, you can contact the CPAM’s English speaking line .
Dial 0 811 36 36 46 (from France) or +33 811 36 36 46 (from abroad).

I have the same problem. I am leaving France for 6 months for an internship. So, I want to declare another address before I leave and I don't have an account and I have already spent above 15 EUROs trying to call this number that never answers.
Should we post a letter to CPAM La Vienne?
