Is not yet ready my carte vitale

Hello,

I am 16 weeks pregnant now.i already submit my application for carte de vitale september 2016,and last march 2018 i visit a nearest CPAM IN boulogne-billancourt to ask what happen to my application they told they can't found it and then i submit a application again that day together with all the documents they need,last august when i come back from vacation i receive letter they ask again my BIRTH CERTIFICATE i submit original copy and translated in french,i send thru post avec de AVIS remise reception.and Cpam reveive it last SEPT.12,2018.
My problem is i been many times in CPAM in Rue de long pres in boulogne to ask
ATTESTATION DE DROITS they don't want to give it there always say to obtain ATTESTATION is to have a numero secu.
How can i have a numero secu.if they don't do nothing in my application and of course if already numero secu i don't waste my time to go in their office i can print it Attestation de droits in Site of ameli by creating acct.even showing of medical certificate and other files that i am pregant from my Doctor they don't give a attestation.
I can't understand why?
Everymonth in the part of my salary im paying COTISATION from the SOCIAL SECURITY.
