Not received Social Security (Carte Vitale) number for more than a year now

CPAM is asking me 3 times now since last year to send a birthcertificate with original language. I kept on sending my birthcertificate with English language because we do not have Filipino birthcertificate document, in Philippines, we only use English documents. I sent a mail explaining this but I still did not received any response. I am now here in France for 18months now and I have a lot of medical expenses for my children to be reimbursed to CPAM and my company's mutuelle. What should I do? I submitted my documents in Paris, but I lived here in Clermont-Ferrand. Can I submit the same documents here in Clermont-Ferrand?
