Where can I find the social security number that needs to be used to create an account?

I did not receive a Carte Vitale, nor did I create or have access to an ameli account. In this situation, I am concerned about which social security system my contributions were paid into and how these contributions were managed. I would appreciate clarification on this point, as well as information on whether and how any funds may be refunded or regularised given that I did not have access to social security coverage or benefits.

Hello billy,

The contributions deducted from your pay slips allow you to become eligible for health insurance.

However, you must apply to the organisation to which your employer contributes in order to obtain a social security number and benefit from coverage for your healthcare.

If your health insurance provider was the CPAM, then you can find the procedure to follow on the forum : How to be covered ?

However, keep in mind that you have a period of two years plus the current quarter to request reimbursement for your healthcare costs.

When I lived and worked in Paris from 2022 to 2023, social security contributions were deducted from my payslips. However, I never received an insurance card (Carte Vitale) and had to pay all medical expenses out of pocket.

When I attempted to apply and investigate this matter, I was denied entry at the branch in the 19th arrondissement. At the central branch, I was told by a staff member that my English was better than my French, which was not relevant to my request, and I ultimately had to rely on a translator to communicate with the staff managing the queue. I later followed up with the tax office but did not receive any assistance or clarification.

I would therefore like to understand what these social security deductions were allocated to, given that I never received health insurance coverage or an insurance card.

Taxes are diverse and varied… they finance the entire social security system: unemployment benefits if you were entitled to them, retirement (you will need to contact the French pension provider when you are around 65 years old), family allowances and other solidarity benefits (even if you don't receive them), and indeed, health insurance.

This is mandatory insurance, meaning everyone pays, but not everyone receives the same benefits.

The problem we're going to have here is that you paid your medical expenses upfront; they should have been refunded. But unfortunately, your claim wasn't processed, and you didn't follow up… given the dates you've indicated, In any case, it's too late to do anything since you have two years and three months to submit your reimbursement requests (so 2022/2023 is too long ago).

Thank you for your helpful explanation and response. I did apply to the organization. I sent all of my documents/paperwork as per request only to receive no response.

I then tried to go directly to the offices to find out what the hold up was, but it became trickier. I was then redirected to call the English helpline but no answer from them either. I eventually gave up as I never received a social security number.

So essentially I paid so much, or rather large amounts were deducted from my paycheck and I did not get any benefits. This seems unfair to me, especially as an expat.
