tracking the status of carte vital?

I have not received my carte vital and social security number. The phone number for English speaking persons does not respond. I have sent all of the required documents to the unique CPAM address but have not received any response. How can I track the status of my carte vital? Phone numbers and mail do not respond. What should I do?

The French Health Insurance Advice Lines can be reached from monday to friday, from 8.30 am until 5.30 pm. 

Because of safety and confidentiality issues, we can’t reach any of your information or file from this forum.

The processing times vary depending on the type of files and the number of files being processed by your caisse primaire d'assurance maladie (CPAM).
