How to register on ameli for a foreigner who only has the social security number.

I tried to create my ameli account but it doesn't accept my social security number. However when I have gone to the see the doctor they have accepted my social security number so it is attached to my name. So I thought maybe my account was active however it really is not. I have recently moved from Lyon to Paris, and thus need to change my location also and want to know how to go about that as well.
