The USA doesn&amp;#39;t have an S1 equivalent. &lt;/p&gt;&lt;p&gt;As an inactive EU citizen, do I have to live in France for 5 years before I can be covered under PUMA or CPAM?  Or, can I just apply for PUMA or CPAM now if I do so as a UK or USA citizen rather than an EU citizen?  I&amp;#39;m just confused as to how this all works, as it seems strange that an inactive EU citizen has to wait 5 years (I think) to qualify for PUMA or CPAM, yet a US or UK citizen only has to wait for 3 months?&lt;/p&gt;&lt;p&gt;Can you please help me to understand this and whether, even though I am in France as an EU citizen, it is possible to still apply for CPAM/PUMA via my UK or USA citizenship to get faster coverage? &lt;/p&gt;&lt;p&gt;Thank you.&lt;/p&gt;&lt;/div&gt;

So first of all, a clarification: PUMA is the public health insurance scheme in France, CPAM is the local office who is in charge of PUMA applications.&lt;/p&gt;&lt;p&gt;The key here is that to be eligible for PUMA, a person must be in regular situation regarding their stay in France. This means extra-EU citizen must obtain a residence permit and present that to CPAM. Getting a resident permit as an inactive person is definitely not easy.&lt;/p&gt;&lt;p&gt;EU citizens do not have the obligation to obtain a residence permit. But if they are inactive, their right to stay beyond three months depends on their ability to prove they have sufficient resources in order not to constitute an unreasonable burden to the social security system. If they can prove this, they can also be eligible for PUMA after the first three months of residence (there is a special registration procedure for that).&lt;/p&gt;&lt;p&gt;The 5 years term for an EU citizen is to become a permanent resident, so no longer subject to the requirement of &amp;quot;sufficient resources&amp;quot;.&lt;/p&gt;&lt;/div&gt;
