First, depending on your financial situation, you can apply for "Complémentaire santé solidaire" with your local CPAM office. If your application is approved, it can be backdated is some situations and your hospital expenses could be covered (up to the Social Security reimbursement limit).

You can also talk to the hospital social worker to explain your situation and see if they can help you.

Finally, if you have noticed an error from a doctor, you can file a complaint with their professional association : Conseil national de l'Ordre des médecins.

Please note that filing a complaint does not entitle you to any compensation.

Not knowing the system completely in France I did have a carte vital but not the insurance to cover hospital stays
Next question is are there Notaries who specialises in these matters

You say you are not "fully insured" so what is the current coverage status? PUMA without mutuelle?

You may consider suing your doctor for malpractice and ask for the reimbursement of the hospitalisation costs, but this is off topic for this forum (also, you would need qualified legal advice).
