Thank you for your reply. I was able to contact CPAM by phone and schedule an appointment. They confirmed that, under the Québec–France agreement ([https://www.ramq.gouv.qc.ca/en/citizens/health-insurance/social-security-agreements-other-countries](https://www.ramq.gouv.qc.ca/en/citizens/health-insurance/social-security-agreements-other-countries)), there is no need to wait the usual three months to access health coverage. I’m sharing this here in case it helps others: anyone who can provide proof of coverage in Québec may benefit from this exemption. This also explains why health insurance is not required when applying for the visa.

Regarding the Sécurité sociale number, it appears that it is issued as part of the same application process when applying for health insurance. I’m noting this here as well in case others are looking for clarification. It's also not possible to register for La Maison des artistes before getting the Sécurité sociale.

In another topic, you mentioned that you have a certificate from the RAMQ. You should contact your local CPAM to check whether this document will allow you to register with CPAM and get a social security number.

If not, subject to a number of conditions, it is possible to be affiliated with CPAM on the basis of residence. To do so, you must be able to provide proof of residence in France for the last three months. This means that you will not be covered by the French health insurance during the first three months of your residence in France.

As for the status of artists and authors, you must be engaged in an activity related to one of the following professional sectors: writers, authors and music composers, graphic and visual arts, film and television, and photography. You must also earn income from one or more activities covered by copyright and be resident for tax purposes in France.

The relevant authority is "Sécurité sociale des artistes auteurs" (SSAA).

This authority is notified of your work as an artist and author either through declarations made by broadcasters or via registrations with "Centre de formalités des entreprises" (CFE).

After reviewing and processing your application, Sécurité sociale des artistes auteurs will approve your registration (the start date of your registration is the date of the first contribution or the date of your application to start a business at the Centre for Business Formalities) and will inform the health insurance fund in your place of residence.

Finally, it is your CPAM that will be responsible for managing your file, reimburse your medical expenses and, where applicable, pay daily allowances.

I’m not yet able to register with Maison des Artistes because I don’t have a Social Security number. I'm going through this entire process to obtain a CPAM and a social insurance number. From what I’ve read, it seems like both steps are completed within the same application.

I understand from your answer that registration is mandatory; could you clarify whether it’s possible to obtain the Social Security number before registering with CPAM?

Please let me know if I’m misunderstanding the process.

Cleo,

You will need to provide an ‘official’ document relating to your profession.Your occupation must be officially registered.

If you are a researcher, this should be a copy of the hosting agreement signed with a French organisation.

If you are an artist, you must register with the Maison des Artistes and attach proof of registration.

Thank you so much. Yes, I have read this article before; however, I don't have a copy of "work contract' because, as I mentioned, I'm now in the artistic research phase. Should I present the proposed project document that I submitted to the French Embassy to get the visa instead of a contract?

As your professional activity is not clearly defined, I would advise you to follow the usual procedure for holders of a Talent Passport visa: How to be covered if I am a "Passeport talent" or a "Passeport talent famille" holder ?

If you do not have a French work contract, you will need to provide proof of your professional activity

Regarding your husband, he will first need to complete the necessary procedures with URSSAF, then finalise his application with the CPAM. You will find all the information in this post: How to be covered if I am self-employed?
