&lt;p&gt;Your previous experience in France does not open your rights directly, but if you had a social security number at that time, it can be reopened.  &lt;/p&gt;
&lt;p&gt;In order to have a coverage with the French health care system, you must have 3 months of permanent residency in the country. After this waiting time, if you are not working you can apply for a social security number.&lt;/p&gt;
