As explained on the FAQ mentionned previously, you will find the details regarding your situation. I invite you to take a note reading this topic "How to be covered if I am not working and I am a non-european citizen ?"

Then, to prove that you are on a regular situation on our country, you will find a list of documents that you can provide on legifrance, article 1.

If you are on an irregular situation, you can apply for aide médicale de l'État (AME).

Thank you for your reply. The information contained in your links refer to a European Union citizen and do not reference a non-EU spouse of an EU citizen. My application for CPAM is asking for my visa or residence permit. I have neither, as a visa was not required for entry and my residence permit is still in process. What are my options?

In order to apply for a social security number for both of you, I advise you to read this topic called : "National security number". You have both options, for your wife and for you. You will find further information reading this FAQ "How to be covered ?"
