Bonjour FredoK25,

Erasmus programs allow student to keep their health insurance from the country they have signed the agreement with as Erasmus student. Those students have to use their european health insurance card during their exchange if necessary.

So, I advise you to check again with your home country if you can still be covered depending on your situation. Indeed, a home country cover is prior to the one France can offer.

If they keep saying you can not be insured by the austrian organization, you can apply a second time online as you did, or filling up the form S1106 "Application for membership in the french health care system " with the requested documents and a cover letter explaining your situation.

You will find your caisse primaire d'assurance maladie's (CPAM) address in the section "Adresses et contacts" of our ameli website.

Thank you, does that mean that it is impossible for me to receive Frenche health insurance? Because I already know for certain that I am not eligible fror free health insurance in Austria, and I believe that I am not even eligible for the paid variant as I do not seem to fulfill the criteria.

(I am aware that most exchange students from Austria will probably not have this same problem, but they are in different situations, younger, did not work before etc., so different models apply to them)

The messages you have received on 31/01/2026 inform you that you must be covered by the health insurance from your country as a European Erasmus student.

I advise you to contact your Austrian health insurance explaining that situation and know how to be covered by Austria and get your European health card that will cover you while in France during your studies.

Hello,

I will shortly arrive in France as an ERASMUS+ exchange student, but I don't have a health insurance from my home country (more precisely, my health insurance will not be valid any longer as it is connected to my employment here in Austria). According to the information given here, I should be able to apply for health insurance in France, is that correct? But I applied and was rejected, and I received a message that told that I am not eligible as follows:

So, am I eligible or not? I am unsure if I can get Austrian Health insurance at all while staying abroad for such an extended time, but in any case, I am certain I cannot get it without paying. Is there a possibility to make a new demand, or to respond to those messages? I cannot find how I woul do this on the site.

As explained by Betty, if you are not covered by health insurance in a different country, you can apply to the website https://etudiant-etranger.ameli.fr/.

You will find more information reading this topic called "How to be covered if I am a European student ? ".

Your CPAM will inform you then if you can be covered or not.

Thank you! I am not sure I understand correctly. I apologize. This is my situation:
I have a self-employed status in Romania, but my income is below the legal threshold that would require me to pay healthcare contributions there, so I am not affiliated with the Romanian public health insurance system.

Given that my main residence and studies are in France, I would like to ask whether I can be affiliated with the French health insurance system as a student and receive free healthcare.

If so, when applying online on the Ameli website, should I indicate that I am an international student without income?

Hello Janette,

As a European citizen who does not work in France, you can only become entitled to rights as a student if you are not already covered in another EU country.

This means that if your self-employed activity allows you to be covered by the health insurance of the country where you work, you won't be able to get coverage in France.

If this is not the case, you can submit your membership application via this website : etudiant-etranger.ameli.fr

I am a European student enrolled at a French university. I am also registered as self-employed in my home country, but I do not have health insurance there, as I am not required by law to pay for it (I still pay taxes in my country, just not health-related contributions).

I would like to obtain health insurance in France and would like to know how to proceed in this situation. Specifically, can I enroll as a student without a professional activity even though I am registered as self-employed in my home country?

Si vous êtes étudiant affilié à une université belge, je vous recommande dans un premier temps de contacter votre organisme de sécurité sociale belge afin d'exposer votre situation et obtenir une carte européenne d'assurance maladie (CEAM) le cas échéant pour couvrir vos frais de santé pendant votre séjour en France.

Je vous conseille d'autre part de consulter cet article issu du site ameli.fr intitulé "Vous êtes étudiant étranger et vous venez étudier en France" qui vous apportera davantage de renseignements.

Hello Mina,

If your rights were open when you had the surgery, you can claim a refund.

Check the hospital gave you a care sheet ("Feuille de soins" in french) and fill it in with your social security number, your name and signature, before returning it to your CPAM.

You can find the address on this page of our ameli website, section : "Adresses et contacts".

If the hospital didn't give you a care sheet, you must contact the secretary.

I am currently studying in France. I arrived on the 8th of September. I had an emergency situation that resulted in me doing a surgery on the 24th of September. i had already sent my documents before that date to get a social security number.

after the surgery, i paid for the whole treatment as i did not have the security number as at then.

I got the number today and it states that my assurance started from the 14th of September.

I would like to know if it is possible to request for reimbursement or not.

If you are a citizen from another European Union (EU) country, Switzerland, or the European Economic Area (EU + Iceland, Liechtenstein, and Norway) and you are coming to France as a student, upon your situation, you do not necessarily need to apply for a french social security number.

Here is a sum up of the different situations:

•    You have a European Health Insurance Card (EHIC) or a provisional replacement certificate valid at least until the end of the academic year*

These documents mean that you are still covered by your home country’s social protection institution and it will cover your healthcare expenses, even if they incurred in France. You will not be part of French healthcare system but if you have medical cares in France, you can ask the reimbursment to the CPAM where you live.

*Please notice you can apply for your EHIC or provisional replacement certificate through your home country’s social protection institution before you come to France.

•    You are still covered by your country of origin and your social security institution gives you a S1 form.

You can be attached to the Assurance Maladie and have to apply online on our website for foreigner students.

•    You do not have any of these documents, nor an EHIC, nor a S1 form and you are not entitled to any other european health insurance you can apply directly on our student website.

Beware, the residence permit is only required for non european citizen.
