Hello Sabine,
Thank you for the response. Also I had another question. Currently my Social security application is still in progress and I haven't received my temporary number yet. Also I currently have some medical expenses going on. Can you confirm if i will be able to claim these bills later once i have received my social security number. Can you please let me know how backdated medical bills can I claim once I have the social security number.

If you cannot provide a complete birth certificate, I advise you to contact your consulate or embassy to require an equivalent document.

To obtain the information you need, I invite you to read this topic called : "New to France - Healthcare ?"

If you still cannot provide either of those documents, I advise you to send a covering letter to explain your situation.
