How to be covered if I am a Swiss cross-border ?

If you wish to choose between Swiss and French health insurance (Droit d'option), you must do it within three months after :

- starting your job in Switzerland ;
- moving to France.

If you do not choose by yourself after 3 months, you’ll be attached to Swiss health insurance.

Once your choice is done, you can not change it.

A new opportunity to make this choice will be possible if you start a job in Switzerland after a period of unemployment or if you are a new beneficiary of a swiss pension.

If you choose the french health insurance, you must fill in the form « Choix du système d'assurance maladie (PDF) », attach the requested documents and send your application to your local CPAM.

You can find your CPAM details in the section « Addresses and contacts » on ameli.fr website.

Once your CPAM confirmed you are entitled in the french system by returning your form approved, you will have to forward it to your swiss institution.

How to be covered if I am a European student ?

If you are a citizen from another European Union (EU) country, Switzerland, or the European Economic Area (EU + Iceland, Liechtenstein, and Norway) and you are coming to France as a student, upon your situation, you do not necessarily need to apply for a french social security number.

Here is a sum up of the different situations:

•    You have a European Health Insurance Card (EHIC) or a provisional replacement certificate valid at least until the end of the academic year*

These documents mean that you are still covered by your home country’s social protection institution and it will cover your healthcare expenses, even if they incurred in France. You will not be part of French healthcare system but if you have medical cares in France, you can ask the reimbursment to the CPAM where you live.

*Please notice you can apply for your EHIC or provisional replacement certificate through your home country’s social protection institution before you come to France.

•    You are still covered by your country of origin and your social security institution gives you a S1 form.

You can be attached to the Assurance Maladie and have to apply online on our website for foreigner students.

•    You do not have any of these documents, nor an EHIC, nor a S1 form and you are not entitled to any other european health insurance you can apply directly on our student website.

How to be covered if I am not working and I am a European citizen ?

If you have been living in France for less than 5 years, you do not have a paid activity, you are under retirement age and you do not benefit from any rights from a European country, you can apply for a PUMa health cover after 3 months of residency in France.

If your request is accepted, you will have to pay a contribution to the URSSAF (also known as the Organisations for the Collection of Social Security and Family Benefit Contributions, it is the main body involved in the collection and distribution of social security contributions from workers, employers, and self-employed workers/entrepreneurs in France).
If your request is rejected, you will have to find and pay for a private insurance.

If you are not eligible for the S1 form and have been living in France for less than 5 years, you cannot benefit from a PUMa health cover.

However if your situation has changed (change of income, divorce, long-term disease, etc.) you can apply for PUMa benefits.

In order to be covered by the French healthcare system and receive a French social security number, you need to submit your application on this website: inactif-europeen.ameli.fr

Processing times depend on the type of claim and the number of applications processed by centre des ressortissants européens inactifs CMUistes (CREIC).

Caution: If you come to France to find a job, you cannot register with the CPAM until you have a work contract. In the meantime, to be covered for emergency cares in France, you can request for an EHIC from your original country.

If you cannot obtain an EHIC, you will have to find and pay for a private insurance.

If you rent out chambres d’hôtes (bed and breakfast), you offer tables d’hôtes (evening meals), on a professional level. In other words, the revenues from these activities make up your principal income.
You should make contact with your local Chambre de Commerce.

If you are self-employed but do not rent out chambres d’hôtes, your matriculation to the French healthcare system should have been automatic.

First, you have to be registered with the CCI (Chamber of Commerce) to be directed to the "Centre de formalités des entreprises" (CFE) or another organization, which should have sent your information to register you to the French health system.

If your matriculation was not automatic, you should send the following documents to your Caisse Primaire d’Assurance Maladie (CPAM):
