I advise you contact the CPAM’s English speaking line by dialling 09 74 75 36 46, to check the current status of your file.

An advisor will tell you, depending on your situation, which documents you have to send by post to your local CPAM in order to reactivate your health insurance entitlements in France.

Non French Bank Account

You can provide a foreign bank account with your application as long as it is registred in the Single Euro Payments Area (SEPA).

But, pay attention on the fact that your reimbursments could be delayed because of a foreign bank account, this is why I advise you to provide a french one as soon as you open one.

As an Indian citizen, the birth certificate you must provide for your application is an original one or certified copy (the long version with your parents' names) issued less than one year ago.

How to be covered if I am an international student?

Once you have arrived in France and have been issued with your certificate of enrollment by a French institute of higher education, you can register on this dedicated website: https://etudiant-etranger.ameli.fr

Please notice that for a better understanding of the process, you can translate the website from french to english or spanish.

You will need to submit the following documents online:

- Copy of the passport or identity card;
- School certificate (« certificat de scolarité »);
- A valid residence permit (« titre de séjour ») or student visa and its online validation: https://administration-etrangers-en-france.interieur.gouv.fr/particuliers/#/vls-ts/demarches/etape/numero-visa;
- Your French bank account identification details (relevé d'identité bancaire – RIB/IBAN), which will be used to transfer reimbursements to your account;
- A complete copy of your birth certificate issued less than a year ago (showing your parents’ names and information or any document issued by a consulate), a family record book (« livret de famille »), a marriage certificate when applicable.

Once your social security number is certified, your CPAM will send you the carte Vitale form. You can either order the card online by creating an ameli account or you can send the paper copy of the form by post, along with a recent identity photo and a copy of an identity document.

Frequently asked questions (FAQ)

How long does it take to get my social security number?

Processing times to get a social security number depend on the the number of requests being processed. They therefore are different from one CPAM to another.

How will I be informed about the progress of my application?

If you submitted your application on the website, you can follow the progress of the documents you have sent directly from your online profile.
Once your CPAM has processed your application, you will be able to download an informative leaflet called « Welcome Pack », and your social security number on your «attestation de droits » (certificate of rights). You will then be covered by the French healthcare system.
If you submitted a paper application, your CPAM will send you your social security number and an « attestation de droits » by postmail.

How to claim reimbursement for my care while waiting for my carte Vitale?

To claim your refund, you have to complete, sign and send your « feuille de soins » (brown paper), and the linked medical prescriptions to your local CPAM.

I already have a social security number delivered by caisse d’allocations familiales (CAF), may I apply on the website?

If you already have a French social security number, you cannot apply online. You will need to send the following documents to your CPAM by post:

You will not be able to submit your application online if you work in addition to your studies. You need to follow the steps indicated in this topic: "How to be covered if I am working with a French contract ? ".

If you no longer have access to your online profile but have already been given a social security number, you must send the required document by post.

I advise you to be in touch with l'Administration numérique pour les étrangers en France (ANEF) to discuss about the situation you encouter regarding your resident permit and ask for an "attestation de prolongation d'instruction" or another piece prooving you are registred in their bases and send it with the other documents required to your CPAM.

There is no minimum duration for adoption leave, and you may take as many days as you wish within the total authorised period.

One of the parents may receive a lump-sum after the adoption. If both parents meet the eligibility requirements, they may share the adoption leave and any related benefits.

If you are not a European citizen and you are not working in France, you have to apply for PUMa health cover.

After 3 months of uninterrupted residency in France, you will need to submit the following documents to your caisse primaire d’assurance maladie (CPAM):

- A copy of the passport or identity card;
- The S1106 form « Application for membership in the French health care system » available on ameli.fr;
- The certified and complete copy of your birth certificate issued less than a year ago, with the mention of your parents’ names;
- A copy of your marriage certificate, issued less than a year ago, if applicable;
- The official translation of your birth and marriage certificates into French, made by an official translator registered with a French court of justice, or by your consulate or embassy;
- A proof of residency for the past three months (utility bills with consumption, rental contract, etc.);
- Your French bank account details (copy of your official RIB - relevé d'identité bancaire/IBAN);
- If you have children, a copy of their birth certificate and passport or ID with the form S3705 « Application to add minor children to one or both parents insurance accounts », available on ameli.fr;
- A copy of your visa or residence permit.

You have to send your application to the CPAM where you are living. You can find your CPAM's address on our website ameli.fr, section "Adresses et Contacts".

Caution: If you are moving to France for family reunification, i.e. to live with a family member who is already covered by the French healthcare system, you can be exempted of the 3 months of residency requirement. You will have to provide only one utility bill, as proof of residency.

If you don not have an answer within 15 days of submitting your request, this is automatically considered as approval.

How to change my postal address?

You can do it on a computer or via the app on a smartphone or tablet, under the "Vos informations" section.

You can also do it from the section "Démarches > Déclarer un changement d’adresse" and follow the instructions.

You will receive a notification on your ameli account once your request has been processed (the average processing time for this changement is 2 weeks). You will be able to check this update in the section "Vos informations" of your ameli account.

Make sure that you notified your top-up insurance of your new address.

If your moving house makes you change your bank agency, ensure that the relevé d'identité bancaire (RIB) registered on your file is still compliant.

If your situation does not allow you to do this online, please send by regular post to the CPAM currently handling your file, a copy of your identification (ID or passport) and a letter explaining you have moved and including your name, social security number and new address.

If you are in a specific status like passport talent holder, employed as an "au pair" or language assistant, covered with a S1 form, the process online will not be successful and you must contact your CPAM to inform about your moving.

Notice that if you permanently leave France, you must inform your CPAM by completing and sending them the form S1105 "déclaration de transfert de résidence hors de France".

How to be covered if I am a Swiss cross-border?

If you wish to choose between Swiss and French health insurance (Droit d'option), you must do it within three months after :

- starting your job in Switzerland ;
- moving to France.

If you do not choose by yourself after 3 months, you’ll be attached to Swiss health insurance.

Once your choice is done, you can not change it.

A new opportunity to make this choice will be possible if you start a job in Switzerland after a period of unemployment or if you are a new beneficiary of a swiss pension.

If you choose the french health insurance, you must fill in the form « Choix du système d'assurance maladie (PDF) », attach the requested documents and send your application to your local CPAM.

You can find your CPAM details in the section « Addresses and contacts » on ameli.fr website.

Once your CPAM confirmed you are entitled in the french system by returning your form approved, you will have to forward it to your swiss institution.

First of all, it is the date on which you effectively start your self-employed activity that enables you to register to French healthcare system.

I advise you read this topic entitled : "How to be covered if I am self-employed".

Once your rights are open by your local caisse primaire d'assurance maladie (CPAM), if your are about to begin a "procréation médicalement assistée (PMA)" pathway, your gynecologist will need to complete the application form for 100% coverage for infertility treatment.

He/She will then send this application form (demande d'entente préalable) to the medical service of your CPAM for approval.

If approval is granted, your CPAM will send you a letter confirming 100% coverage under the long term disease (affection de longue durée - ALD).

Acts for "assistance médicale à la procréation (AMP)" are 100% covered by Assurance Maladie up to:

6 inseminations to achieve a pregnancy
4 fécondations in vitro (FIV) attempts to achieve a pregnancy

Concerning egg retrieval, it is possible in France up to the age of 43 and embryo transfer may be done:

up to the woman's 45th birthday, whether she is unmarried or part of a couple, who will not carry the child.
up to the 60th birthday of the partner who will not be carrying the child.

People born abroad must provide a long version birth certificate confirming their identity, accompanied by a French translation (for non European people).

As part of fraud control and prevention measures, the "Article R.114-7 du code de la sécurité sociale" specifies that the caisse primaire d'assurance maladie (CPAM) may require a birth certificate issued more recently than the one provided, if this is necessary to certify the person's identity.

I advise you to contact your embassy to obtain the document claimed by your CPAM.
