Cannot create Ameli account with SSN

I am a working professional and I received the SSN number, but I am not able to create the Ameli Account using the same.
The message received after entering the details are : "Votre situation actuelle ne vous permet pas de créer immédiatement votre compte ameli.
Merci de bien vouloir :".

How can I create the same ? I have tried to contact the telephone number 09 74 75 36 46 but it refers me back to this forum only!!

How can I proceed further?

If you still cannot access your account, you will have to contact the CPAM’s English or French Advice Lines.

Unfortunately, because of safety and confidentiality issues, we can’t reach any of your information or file from this forum.
