Residence permit not legible for unknown reason, application processing closed

Hello, sorry for the English message. I am in France for already 6 months as a student and will continue doing my internship here for the next 6 months. I applied for my social security number back in September.
I have a one year visa for France, and validated the visa. All the documents are approved except, the residence permit (which in my case should've been the long-stay visa), and whatever way I was uploading the visa (with and without the approval of the validation), it was getting rejected. The message that I was getting was:
"Un document : Titre de séjour est non conforme pour le motif suivant : Vous remettez le visa. Veuillez prendre contact avec la préfecture car ni votre numéro de Visa ni le numéro d'étranger fourni ne peuvent être vérifiés dans notre base de données. Vos droits sont ouverts dans notre organisme. Votre numéro d'identification d'attente ne peut cependant pas évoluer sans la production d'un Titre de séjour ou équivalent. Cela nécessite une action de votre part."
Now, in the website it says that my applications processing is stopped, how can I contact someone (preferrably speaking English), or reopen the process and submit the necessary document? Am I right that the long-stay visa passes for a residence permit?
