Why was my birth certificate for social security not accepted even though it has attestation

I am Indian and for my social security i was asked to upload my original birth certificate which has the apostille from the ministry of external affairs in India. It was under review for more than six months and has been rejected. The reason provided was that it is non standard. I dont understand why. My certificate is in English. Should i get a french translation or is there another version required. Please help me. Thank you.
