How to get connected to Ameli

I am an auto-entrepeneur and have a social security number. I was sent a carte Vitale number but have not received my card. I can not open an Ameli account it says it has been in production for about 6 months now but without it a do not appear to be able to advance my situation. Does anyone have any ideas on moving my case forward? I have been trying for 4 years to get my carte Vitale
