Still not covered after over 9 months in France

I moved to France in July 2020 to live in my holiday home with my husband who had just retired. We had left some documents we needed to register for healthcare in France in the U.K., so could not apply until we got the documents in January 2021. We both applied at the same time with the same documents. We were both asked for additional documents, which we provided within days. My application was eventually rejected because some bills had our U.K. address on them and one bill (taxe d’habitation) said our residence was secondary. My husbands application was accepted after we sent our marriage certificate and both of our bank statements for 6 months, pension details, tax paid in the U.K. and various other documents requested. He now has a provisional social security number (71********** 02) I am not mentioned in any of his correspondence, however.
1) Am I covered by my husband’s social security number? If not, then:
2) We receive all of our bills annually. Therefore if I reapply I can only supply the same paperwork which has already been supplied and rejected, even though I have now been resident in France for 10 months.
I have made an appeal as outlined in my rejection letter, but have still heard nothing. It included an attestazione from our Mairie stating I have been resident here since 19/7/2020.
I am 64 years old. I cannot have a U.K. S20 certificate until I qualify for the U.K. State Pension in March 2023.
Please advise how I can proceed.
