I applied for my card Vitale in 1st week of the july

i am new in France. Last year i entered in France and I applied for my card Vitale in 1st week of the July and get reply after one and half month is that one paper missing. Then i again go to the office and gave that paper. now after one month they also said some papers are missing. i totally disappointed why the can't demand every paper that they want. please help me.
